I have a Contributory IRA that I opened and funded myself. Can I consolidate that account into my CTA 403(b)?

Unfortunately, you cannot. 


Regulations do not allow the commingling of qualified retirement plan monies with contributory IRAs. 

It does not matter if the Contributory IRA is a traditional or ROTH IRA.

This account would have to stay separate from your CTA 403(b) account.
